The legal services needs of each county are substantially similar. However, geographic separation of the County Counsels can create a duplication of effort with respect to their services. Form 990, Part VI, Section A, Line 6 CCAC has three classes of members. 1. Active Members2. Associate Members3. Honorary Members Form 990, Part VI, Section A, Line 8b No committees have the authority to act on behalf of the governing body. Form 990, Part VI, Section B, Line 11b Copies of the Form 990 will be provided to the entire Board of Directors, including significant schedules, prior to the submission of the form to the Internal Revenue Service. CCAC staff and professional accountants will update the form as necessary to respond to comments of the Board of Directors. Once all of the necessary changes are made, the Form 990 will be signed by CCAC's Executive Director, dated and submitted by the filing deadline. Form 990, Part VI, Section B, Line 12c Board members must annually submit disclosures and submit signed disclosure statements to Association. Form 990, Part VI, Section B, Line 15a CCAC's Board of Directors has the authority to set executive compensation. The Board should, to the extent reasonably available, rely upon appropriate data as to comparability prior to setting executive compensation, and should contemporaneously place such data and other reasons for its decision in the minutes. If the Board does not have data as to comparability, it should document in the minutes any other bases for believing the executive compensation is reasonable.
