Based on the Foundation's governing documents, the Foundation is organized and shall be operated to benefit and carry out the purposes of the State of South Dakota through financial aid and other assistance to students and to publicly supported schools, colleges, universities, and other educational institutions located in the State of South Dakota. Part IV, Section A, Line 2: The publicly supported schools, colleges and universities are not required to obtain recognition of their public charity status because they are governmental entities. Part IV, Section A, Line 6: During the fiscal year ended June 30, 2023 a grant was made to the the McQuillen Creative Group doing business as Aberdeen Insider. The organization is a non public charity that runs a local news source in the Aberdeen community. The grant was given to the organization in order to assist with start up costs and to assist the organization in providing necessary local news and coverage on the local publicly supported schools, colleges, universities, and other eduational institutions in the State of South Dakota that GREF supports. A secondary grant was made to the Aberdeen Family Y Foundation. This organization is a public charity. The grant was given to the organization to assist with costs needed to develop a daycare and early education program. Part IV, Section C, Line 1: Harvey Jewett is the current Chairman, Secretary, and Treasurer of the Foundation and has served on the board of directors since his appointment by the Governor of South Dakota in 1998. Harvey also served on the South Dakota Board of Regents (the main supported organization) for over twenty years until his retirement in June 2017. The Board of Regents controls the State of South Dakota's colleges and universities. Based on Harvey serving as the Foundation's chairman and his involvement with the Board of Regents, he has significant input into the grant-making decisions of the Foundation. Harvey continues to be involved in the activities of the South Dakota Board of Regents, meeting with them several times throughout the year to coordinate projects being funded by the Foundation that will be facilities and improvements in the State's university system. Harvey also continues to meet with the Governor of South Dakota every few weeks regarding Board of Regents related activities.
