Since that time the Foundation has been managed by an independent board of directors with it's own by-laws. Each year the Foundation receives support from Westwood congregation including occasional large estate gifts from congregational members. Grant requests are submitted to the organization and reviewed for compliance with the organization's bylaws and fund restrictions. All grants require two authorizations before payment is made. Payments are made by the organization's Treasurer, who reviews all grants for proper authorizations. A business manager for Westwood Church monitors grant spending. As congregation members the Foundation board is aware of grant spending. Form 990, Part VI, Section B, Line 11b Board members receive a copy of the 990 and approve the 990, which is documented in meeting minutes. A motion is made to accept and approve the current year's 990 prior to filing. Form 990, Part VI, Section B, Line 12c Once each year at a board meeting, each member of the board is asked to declare any conflicts of interest. Their responses are recorded as part of the board's meeting minutes. All members are asked to declare any conflicts. Form 990, Part VI, Section C, Line 19 The organization's form 990 and corporate documents, including meeting minutes, are available to the public. This is communicated at the annual meeting of the Westwood Lutheran Church and on the website. There have been no recent requests for documents. The annual financial statements of position, revenue and expense as well as the record of memorial contributions are presented at the Westwood Lutheran Church annual meeting, and published in the Foundation's portion of the church's website.
