Statement Note 1 STATEMENT 1:FORM 990, PART III, LINE 1:STATEMENT OF PROGRAM SERVICE ACCOMPLISHMENTS To own, manage, develop, use and preserve certain real property consisting of Whelan Lake Bird Sanctuary and surrounding acres, for establishing, developing, operating, and maintaining a sanctuary for migratory waterfowl, and a wildlife and nature preserve for the benefit and use of the general public.During 1994 the Sanctuary completed the rehabilitation of the lake and its restoration for use by the waterfowl. The lake contours and bottom have been redesigned and islands constructed; and the dam and spillway have been reinforced or reconstructed. During 2011 a new mobile home was purchased and placed on the site for use by the volunteer caretaker and visitors. Long-term planning for both administrative and biological objectives continues.Annually the lake perimeter is mowed and cleared to provide an attractive area for grazing by migratory waterfowl. The lake water level is regularly monitored and the Sanctuary has an agreement with the City of Oceanside for a long-term water supply.Visits by other wildlife organizations continue and the bird count conducted by volunteers of the Audubon Society is ongoing. So far we have recorded a total of 191 species of birds visiting or staying at the Sanctuary, a remarkable number for so small a lake.Many individuals visit the Sanctuary for viewing, counting and photographing birds.Visitors are escorted and provided access to the lake property. More than 100 native trees and shrubs were planted to provide cover and shelter to visiting wildlife.A Lake aeration project was installed and ongoing monitoring continues to improve water quality. A Wood Duck project has been commenced to establish a resident colony of wood ducks. The lake has a plentiful supply of mosquito fish and Blue Gill fish have been planted in the lake.A wooden rail fence and wooden benches near the parking area were constructed by an Eagle Scout with donated materials.
