Eligibility and selection criteria is determined by: proposal submission, vetting against both national and international sanctions and watch lists; documentation of nonprofit status, such as proof of tax-exemption, bylaws, and articles of incorporation; and, if a returning applicant, required narrative and financial reports submitted and accepted. Grant to others : At the end of grant period, grantee submits Financial Report to show the percentage of their expenditure which shows at least 70% expense against the first fund transferred from IR prior to second tranche request. Grantee also must submit narrative reports detailing project activities within the grant period, the impact of work, and documentation of deliverables produced with grant funding. Pass through grant : The originating entity is responsible ensuring funds used for proper purposes. Recorded as outstanding liability when funds are received from the grantor. The liability is reversed when IRN transfers the funds to the recipient. Regrant : IR is responsible for ensuring proper use of funds. Grantees submit narrative and financial reports to IR as outlined in grant agreements. Grantees must receive prior written approval if budget changes are more than $10% or $1,000, whichever is greater Part I, line 3: HQ transfers US dollar amount to the different regions. Management worked with Birches and an external HR consultant to translate that data to our organization's positions and set salary ranges for different levels of responsibility, cost of living in different geographies, etc. This process was approved by the Board prior to 2020. The pay policy and salary data are used by senior management to evaluate salaries for all staff, except the Executive Director, on an annual basis. This same pay policy and salary comparability data is made available to the Board of directors to be used as a reference in its annual review of the Executive Director's compensation.
