<ExplanationTxt>IN KEEPING WITH THEIR MISSION, CWH'S WORK CONTINUED TO FOCUS ON THREE MAJOR AREAS OF ACTIVITY: MONITORING PERFORMANCE, EDUCATION AND ENGAGEMENT, AND TECHNICAL ASSISTANCE: BUILDING CAPACITY AND RESOURCE CONNECTIONS. WITHIN EACH OF THESE CATEGORIES OUR STAFF AND PARTNERS GAINED NEW FUNDING, BROADENED OPPORTUNITIES FOR INCREASING WATERSHED AND COMMUNITY HEALTH, EMPHASIZED THE NEED FOR SCIENCE-BASED RESEARCH, AND FOCUSED ON INCLUSIVE ENGAGEMENT. CWH'S EFFORTS CONTINUE TO BUILD ON EXISTING PROJECTS, STRENGTHENED OUR COLLABORATIONS AND PARTNERSHIPS, SECURED OUTSIDE FUNDING FOR OUR PARTNERS TO CONTINUE PROJECT ADVANCEMENT, AND GAINED NEW STAFF. CWH LOOKS FORWARD TO ADVANCING THE BOLD GOALS OF FOUNDER DOROTHY GREEN TO IMPROVE THE HEALTH OF OUR COMMUNITIES AND WATERSHEDS. THE FOLLOWING REPORT DETAILS THESE ACHIEVEMENTS. ARUNDO ERADICATION PROGRAM-CWH COORDINATES THE PERMITTING AND REMOVAL OF ARUNDO DONAX, A NON-NATIVE, HIGHLY INVASIVE AND HIGH WATER-USE RIPARIAN PLANT WITHIN THE UPPER LOS ANGELES RIVER WATERSHED (ULAR). CWH'S EFFORTS FOCUS ON ERADICATING THOSE ARUNDO POPULATIONS THAT NEGATIVELY IMPACT LOCAL WATER RESOURCES, BOTH IN THE CITY OF LOS ANGELES AND UPSTREAM IN THE SURROUNDING SAN GABRIEL, SANTA SUSANA, AND SANTA MONICA MOUNTAINS. TARGETING THESE ARUNDO POPULATIONS STRATEGICALLY ELIMINATES OPPORTUNITIES FOR ITS EXPANSION DOWNSTREAM. CWH WORKED THIS PAST YEAR TO UPDATE OUR DETAILED ARUNDO DISTRIBUTION MAPS SO THAT CWH HAS A CURRENT SNAPSHOT OF WHERE WORK IS STILL NEEDED. ALONG WITH ITS PARTNERS, CWH REMOVED AND TREATED APPROXIMATELY FOUR ACRES FROM UPPER LA RIVER WATERSHED SITES AND CONTINUED ASSISTING WITH ONGOING TREATMENTS AND MONITORING IN BIG AND LITTLE TUJUNGA WASHES. LA RIVER WATERSHED MONITORING PROGRAM (LARWMP)-THE LA RIVER WATERSHED MONITORING PROGRAM (LARWMP) TEAM COORDINATES AND CONDUCTS WATER QUALITY MONITORING ON BEHALF OF THE CITIES OF LOS ANGELES AND BURBANK AT VARIOUS SITES ALONG THE LA RIVER. CWH ORGANIZES STAKEHOLDER ENGAGEMENT AND CONVENE APPROXIMATELY 40 STAKEHOLDERS ANNUALLY TO DISCUSS MONITORING STRATEGY, STAKEHOLDER NEEDS, AND THE APPLICABILITY OF LARWMP DATA TO IMPROVE AND ASSESS MANAGEMENT ACTIVITIES. FROM MAY TO SEPTEMBER 2022, THE LARWMP PROGRAM COMPLETED MONITORING FOR 32 CONSTITUENTS OF INTEREST RELATED TO BIOASSESSMENT, WATER CHEMISTRY, OR E. COLI MONITORING ACROSS 30 SITES TO ANSWER THESE FOUNDATIONAL QUESTIONS: WHAT IS THE CONDITION OF STREAMS IN THE WATERSHED? ARE CONDITIONS AT AREAS OF UNIQUE INTEREST GETTING BETTER OR WORSE? ARE RECEIVING WATERS NEAR DISCHARGES MEETING WATER QUALITY? IS IT SAFE TO RECREATE IN THE RIVER AND ITS TRIBUTARIES? ARE LOCALLY CAUGHT FISH SAFE TO EAT? FOR THE FIRST TIME, THE REPORT WILL INCLUDE TREND ANALYSIS FOR BIOLOGICAL INDICATORS AND REPORTING OF STREAM TRASH ASSESSMENTS FROM SELECT SITES THROUGHOUT THE WATERSHED. UPPER LOS ANGELES RIVER FIRE EFFECTS STUDY-THE UPPER LA RIVER (ULAR) FIRE EFFECTS STUDY SEEKS TO UNDERSTAND WILDFIRE IMPACTS ON WATER QUALITY AND MODEL THE POTENTIAL FUTURE EFFECTS IN ORDER TO DEVELOP EFFECTIVE STRATEGIES AND COMPLY WITH WATER QUALITY REQUIREMENTS. THIS STUDY IS LED BY THE SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS ON BEHALF OF THE ULAR WATERSHED MANAGEMENT GROUP AND AIMS TO IMPROVE WATER QUALITY STRATEGIES TO ADDRESS THE IMPACTS OF POST-FIRE RUNOFF ON DOWNSTREAM RECEIVING WATERS AND TO IMPROVE PROTECTION OF PUBLIC HEALTH AND BENEFICIAL USES. AS THE STAKEHOLDER ENGAGEMENT LEAD, CWH CONVENES A VARIETY OF STAKEHOLDERS WHO HAVE AN INTEREST IN THE STUDY OUTCOME TO PROMOTE AWARENESS AND SEEK OPPORTUNITIES FOR COLLABORATION. TO DATE CWH HAS PRESENTED AT 3 REGIONAL BOARD MEETINGS, 3 TECHNICAL ADVISORY COMMITTEE MEETINGS, 1 TECHNICAL STAKEHOLDER GROUP MEETING. THE STUDY COMMENCED IN SEPTEMBER 2022 AND IS EXPECTED TO CONCLUDE IN NOVEMBER 2024. FERNANDENO TATAVIAM BAND OF MISSION INDIANS (FTBMI) CLIMATE RESILIENCY-CLIMATE CHANGE WILL AMPLIFY FIRE, FLOOD, AND DROUGHT AND THE IMPACT OF THESE NATURAL FORCES ON DRINKING WATER, FOOD SUPPLY, HABITAT, AND HUMAN HEALTH. CWH'S CONTRIBUTION TO THE CLIMATE VULNERABILITY ASSESSMENT DETAILS THE IMPACTS OF CLIMATE CHANGE WITHIN THE FTBMI TERRITORY AND BUILDS UPON A HISTORY OF APPLIED WORK AIMED AT STRENGTHENING COMMUNITY CAPACITY. THIS COLLABORATIVE EFFORT WILL GUIDE MORE INFORMED PRIORITY SETTING, SERVING AS A MODEL PARTNERSHIP FOR EXPERTS INVESTED IN PROTECTING AND ENHANCING THE NATURAL RESOURCES THAT IMPACT THE LIVELIHOOD AND WELL-BEING OF TRIBAL COMMUNITIES. BY LISTENING AND LEARNING FROM FTBMI, THIS APPROACH ENHANCES CLIMATE ADAPTATION FOR THEIR COMMUNITIES OVERBURDENED BY THE EXTREME CHANGES OF THE FUTURE. THE CONTRIBUTION TO THE CLIMATE VULNERABILITY ASSESSMENT HIGHLIGHTS CWH'S ONGOING DEDICATION TO SOUND WATERSHED PLANNING AND RESOURCE MANAGEMENT, ADDRESSING THE EVOLVING LANDSCAPE OF RESILIENCE IN THE FACE OF IMMINENT CLIMATE THREATS. LANDSCAPING LIGHTLY CALENDAR-CWH POPULAR LANDSCAPING LIGHTLY CALENDAR WAS PRINTED IN ENGLISH AND SPANISH FOR 2023, AND 2000 CALENDARS WERE DISTRIBUTED THROUGHOUT LOS ANGELES COUNTY. WITH CREATIVE ILLUSTRATIONS, USEFUL TIPS, AND RESOURCES TO INSPIRE ALL TO CREATE AND MAINTAIN LANDSCAPES THAT CONSERVE WATER AND CREATE HABITAT, THE CALENDAR CONTINUES TO BE A POPULAR HANDOUT AT PUBLIC EVENTS. REGIONAL RECYCLED WATER COMMUNICATIONS COORDINATION-CWH FACILITATED MEETINGS WITH KEY COMMUNICATIONS STAFF FROM FIVE PARTNERING AGENCIES TO IDENTIFY OPPORTUNITIES TO APPLY SHARED TERMINOLOGY, COORDINATE COMMUNICATION FOR CONSISTENT MESSAGING TO COMMUNITIES, AND TO COLLABORATE ON DEVELOPING A WORK PLAN FOR BI-MONTHLY MEETINGS. LIVING SCHOOLYARD COALITION-CWH PARTICIPATED AND CONTRIBUTED ITS SCHOOL GREENING EXPERTISE AND LESSONS LEARNED TO THE STEERING COMMITTEE EFFORTS. DISADVANTAGE COMMUNITY INVOLVEMENT PROGRAM-IN SUPPORT OF THE DISADVANTAGE COMMUNITY INVOLVEMENT PROGRAM, CWH STAFF DEVELOPED A WATERTALKS EDUCATION PROGRAM FOR AGENCIES AND ELECTED OFFICIALS. WATERTALKS FOR AGENCIES AND ELECTEDS WAS A NO-COST WORKSHOP SERIES TO STRENGTHEN INTEGRATED WATERSHED MANAGEMENT ACROSS LA COUNTY AND EQUIP LOCAL LEADERS WITH THE TOOLS AND RESOURCES NEEDED TO ADDRESS WATER-RELATED CHALLENGES. THIS VIRTUAL WORKSHOP SERIES OCCURRED IN FOUR INTEGRATED REGIONAL WATERSHED MANAGEMENT (IRWMP) SUBREGIONS IN GREATER LA COUNTY AND THE UPPER SANTA CLARA RIVER IRWM REGION. THREE COMMUNITY SITE TOURS TOOK PLACE IN PERSON THROUGHOUT THE WATERSHED AREAS. LOCAL ELECTED OFFICIALS, CITY PLANNERS AND OTHER MUNICIPAL STAFF, SENIOR STAFF FROM SPECIAL DISTRICTS, WATER DISTRICTS, AND SCHOOLS, AND OTHER CIVIC LEADERS INVOLVED IN WATER AND LAND-USE PLANNING WITHIN THE WATERSHED ATTENDED THESE WORKSHOPS. OVER 30 SPEAKERS AND 250 ATTENDEES PARTICIPATED IN 10 WORKSHOPS AND 3 TOURS OF GREEN INFRASTRUCTURE SITES IN THE LOS ANGELES AND SANTA CLARA RIVER WATERSHEDS. ADDITIONALLY, CWH DEVELOPED A DAY-LONG GREEN STREET EXCHANGE WORKSHOP IN POMONA WHERE OVER 30 ATTENDEES LEARNED ABOUT PLANNING, DESIGN, FUNDING, IMPLEMENTATION, AND MAINTENANCE OF GREEN STREETS. THIS EVENT INCLUDED A TOUR OF THE FOOTHILL BOULEVARD GREEN STREET IN CLAREMONT. REDESIGNLA-REDESIGNLA IS A MENTOR-MENTEE MODEL OF RECRUITING, TRAINING, ENGAGING, AND BUILDING THE CAPACITY OF COMMUNITY-BASED ORGANIZATIONS (CBOS) AND TRIBAL PARTNERS INTERESTED IN IMPLEMENTING GREEN INFRASTRUCTURE AND CLIMATE RESILIENCY PROJECTS. CURRENTLY, REDESIGNLA SUPPORTS 12 CBOS AND A TRIBE WORKING IN UNDERSERVED COMMUNITIES ACROSS LOS ANGELES COUNTY. REDESIGNLA CBO AND TRIBAL PARTNERS CONTINUE TO MAKE IMPRESSIVE PROGRESS WITH THEIR PROJECTS. THIS YEAR, MORE THAN $28.5M IN FUNDING WAS SECURED BY CBO PARTNERS FOR PROJECTS BENEFITING LOCAL WATERSHEDS AND COMMUNITIES. MERCED AVENUE GREENWAY-MERCED AVENUE GREENWAY PROJECT WILL BRING A MULTI-BENEFIT REIMAGINED GREEN STREET TO LIFE IN THE CITY OF SOUTH EL MONTE. WHEN COMPLETE, THE PROJECT WILL CAPTURE, CLEAN, AND INFILTRATE DRY AND WET WEATHER RUNOFF, REDUCE THE HEAT ISLAND EFFECT, IMPROVE PEDESTRIAN AND BIKING SAFETY, AND IMPROVE QUALITY OF LIFE FOR THE COMMUNITY. GREEN INFRASTRUCTURE ELEMENTS WILL DECREASE FLOOD RISK, CAPTURE STORMWATER FOR RECHARGE AND IMPROVE WATER QUALITY WITHIN THE STREETSCAPE AND DOWNSTREAM RECEIVING WATERS OF LEGG LAKE AND THE RIO HONDO. IT'S ANTICIPATED THAT MERCED AVENUE GREENWAY - SOUTH WILL MOVE FORWARD INTO CONSTRUCTION IN THE FALL OF 2023. FUNDING SECURED FOR CONSTRUCTION OF THIS PHASE IS $12M AND IS ANTICIPATED TO BE COMPLETED BY DECEMBER 2024. MERCED AVENUE GREENWAY - NORTH RECEIVED NOTICE FROM THE CALIFORNIA TRANSPORTATION COMMISSION (CTC) ACTIVE TRANSPORTATION PROGRAM CYCLE 6 OF A PENDING AWARD OF $2.56M FOR CONSTRUCTION.
