<DescriptionProgramSrvcAccomTxt>Children's Garden is licensed by the Department of Social Welfare as a Residential Care facility providing housing and supplemental education to boys who had been living on the streets of Metro Manila. Many have been deemed to be In crisis with the Law and without facilities like Children's Garden they would be housed in the overcrowded municipal jails. Teachers and Social Workers working with Children's Garden enabled more than 14 of these boys to graduate from their age-appropriate grades this past year. Many of the resident boys begin training in life skills and vocational skills while being mainstreamed into their primary grades in Public School. Having access to teachers, a library and classroom within Children's Garden allows most of the boys to catch up to their age group peers and graduate close to on-time. Those that complete High School benefit from a partnership with Second Phase, a local group that provides vocational training and coaching in life skills.</DescriptionProgramSrvcAccomTxt>

<DescriptionProgramSrvcAccomTxt>The general condition of marginalized individuals deteriorated greatly during the COVID outbreak. The residual impact of COVID, homelessness and inner city crime has resulted in an increased presence of people in need on the street corners and in the parks of Suburban Minneapolis and St. Paul. This has been common in the neighborhoods surrounding Metro Manila and much of our work has centered on improving the lives of those living on the streets. It wasn't until COVID impacted our ability to travel to the Philippines that we were able to divert funds from overseas to helping those in our 'backyard'. Programs caring for the local homeless as well as recent immigrants have provided not only immediate shelter to more than 78 individuals but has also provided 7 days, 14 days and Monthly shelter to family groups that were identified through local agencies and persistent findings in unsafe locations.</DescriptionProgramSrvcAccomTxt>

<DescriptionProgramSrvcAccomTxt>The Provincial Scholars program continues to support children who have completed primary and secondary schooling that show promise but lack the resources to afford the requirements of College. Throughout Albay and Bicol we have provided support for college students who performed in the upper quartile of their class during Primary and Secondary School. Many of them have lost one or both parents and have taken on a level of responsibility to care for siblings as well as grandparents. Grants have been provided to cover tuition and documentation for employment as well as small business startup funds. Besides the 11 direct recipients this year small businesses started by our beneficiaries employed non-family members and reduced the unemployment in the local Barangays. In 2022 beneficiaries of our Bicol Scholars program willingly matched funds with AmericanHelper to cover medical bills for one of the members in their community who has no other family support. Treatment for the complications of heart failure were afforded through a $2,900 grant from AmericanHelper and pooling of funds from within the neighborhood and adjacent Barangay.</DescriptionProgramSrvcAccomTxt>

<DescriptionProgramSrvcAccomTxt>Mercy House provides fulltime living arrangements for more than 30 formerly homeless youth and their inhouse schooling, and health services provide physical nurturing and sustenance for many children in their community who may have a stable shelter but no other provisions. They have proven themselves such a needed resource that the Local Government Unit and friends from the US have supported their expansion. The new Campus will include a Medical Clinic, a school with age-appropriate classrooms, and a dormitory that will allow them to care for nearly 3x's more children than their current licensure. With the opening of the Joseph Reyes Center they have established a separate 501c3 solely for the support of their operations. The last of our support was sent this Fiscal year and consists of the final transfer of funds earmarked for Mercy House.</DescriptionProgramSrvcAccomTxt>
