Input from neighborhood residents supported the need to reduce speed and lanes on Baynard Boulevard to slow traffic to make the street and sidewalks safer and more walkable, and to include a protected bike lane. This is the first protected bike lane in the City of Wilmington. The goal is to improve the quality of life in this residential community and advance similar projects throughout the city. 1 1 Schedule I, Part I, Line 2 The Executive Director, the board, in particular, the treasurer and the finance committee review all restricted funds and monitor the proper use of such funds. Form 990, Part III, Line 2 JSC is responding to needs expressed by community residents to address transportation equity, healthy food access and harness resources and partners to support inclusive economic development throughout Northwest Wilmington. These neighborhood initiatives have been implemented through an organizing approach, uplifting community residents into leadership positions, extending calls to action and promoting participatory action. Our work on Baynard Boulevard has been incredibly successful. JSC organized a community-driven road diet through a public-private partnership that advocated for slower speeds, the first protected bike lane in the City of Wilmington, and more pedestrian access for residents and stakeholders. Since the road diet was installed in November 2023, JSC and Urban Bike Project submitted a proposal to Wilmapco for projects to be considered for bicycle & pedestrian funding through DelDOT. This project would extend the current Baynard Blvd project, south onto Washington Street to 8th. The project ranked highest in the state, meeting metrics that supported access to public transportation, employment, schools, community centers and existing parks and trails. After weeks of negotiations, JSC was able to help facilitate a meeting with the City of Wilmington and move forward with concept design. The governing board discusses this at board meetings and reminds all board members to report any conflict of interest.
