<FactsAndCircumstancesTestTxt>Part II, Line 17a : 10%-facts-and-circumstances test-2023 Below are reasons we believe we pass the 10%-facts-and-circumstances test for 2023; also, why we no longer meet the 33 1/3% threshold and why we most likely won't meet it in the future. The data below has been updated for 2023, but the reasons given are the same as what we submitted with our 2017 through 2022 returns. For the past several years, our public support has been dropping while contributions from a single source have been rising. Our public support percentage finally fell below 33 1/3% with our 2016 tax return. Reasons for the decline in public support: * In September 2013, the then-executive director/chaplain who had built up the donor pool during his 10-year tenure left the organization. After his departure, donations began dropping, or ceased entirely, from many individuals and churches with whom he had established relationships. * The next executive director/chaplain became restricted by new jail administration policy from performing fundraising activities during business hours. This made fundraising efforts more difficult. He left the organization after two years. * The current executive director/chaplain also serves as the mentoring coordinator for the sheriff's department. This added responsibility has made it harder for her to find time to fundraise. Contacts she has made with churches to gain donors and volunteers have not yielded many permanent results. * Other fundraising attempts-online donation opportunity on our website, end-of-year newsletters, thank-you banquets, and fundraising efforts of the board of trustees-have not significantly increased the ongoing levels of donations or number of donors. Jail ministry is not a publicly visible ministry. This makes it difficult to gain and sustain donors. Besides receiving donations from the public, contributions from a single entity have increased: * Each month we receive from the commissary vendor at the jail a percentage of their sales to fund inmate programs, ministry expenses, and employee payroll. When public donations began falling in 2014, coincidentally, the jail increased the vendor commission we receive from about 7.5% to 10%, concurrent with a change to a new vendor. In 2016, the jail expanded its commissary offerings to the inmates. This boosted sales and, therefore, our commission. Effective February 2019, the commission was increased again, from 10% to 12%. This further boosted our income from a single source. From 2014 to 2023, support from sources other than the single source vendor declined from $38,889 to $15,228, and single source vendor commissions rose from $81,626 to $153,358. This disparity is what has caused us to fall below the 33 1/3% public support threshold. For 2023 alone, "public support" (per the formula in Schedule A, Part II) would have been only 8.1% of total income. To have reached 33 1/3% this past year, an additional annual total of $65,189 public support (or $5,432 more per month) would have been needed; that is, an annual grand total of $79,101 public support instead of the $13,913 we received. That would have been a staggering challenge for this organization, based on past fundraising results, even if additional fundraising efforts had been made. The income provided by the vendor commission is needed. Without it, inmate-related and payroll expenses couldn't be met. Other considerations for qualifying us as a publicly supported organization: * Our donors consist of various and unrelated individuals, churches and, sometimes, businesses, besides the commissary vendor. * Our board of trustees represents the broad interests of the public. None are related by family, and all serve in, or have retired from, a variety of professions and trades. * As a ministry in the county jail, we directly serve people from the general public on a continuing basis. We offer services to all inmates, regardless of race, nationality, gender identity, or religion. Jail population can run up to around 1,500 inmates. * Our services potentially benefit not only inmates, but the communities at large, by helping inmates reintegrate into society through spiritual, educational and mentoring programs.</FactsAndCircumstancesTestTxt>
