The purpose of Utah Open Lands is to permanently protect land in Utah by acquiring title or a conservation easement; including the stewardship of these properties in order to protect the conservation values, and inspiring and educating landowners, local & statewide leaders, professional advisers and the public about the importance of land conservation. 0 0 369978 0 0 LAND CONSERVATION: The importance of perpetuity begins with the crafting of the conservation easement and a full understanding of the conservation values and the public benefit of each landscape under consideration for conservation. Utah Open Lands continued considering, investigating, discussing and negotiating more than twenty-three projects, four of which were finalized this reporting year, all four were donations of Conservation Easements: 1) Bishop Family Scenic Preserve, is situated among bucolic farmland encompassing wetlands and between the craggy pinnacles of the Wellsville Mountains and Bear River Mountain ranges, the property provides open pastoral views with a lush riparian zone; 2) Peterson Family & Wildlife Preserve, consists of 91 acres located in Garfield County. The property can be seen from popular Scenic Byway 12 between Bryce Canyon and Capitol Reef National Park, the property represents charming ranch lands with towering conifers, open pastures, and rich riparian areas; 3) Monarch Haven, consists of ~19 acres and is located in Salt Lake County, UT. In line with its moniker, this Property boasts certification as a Monarch Butterfly waystation from Monarch Watch and additional certification from the National Wildlife Federation; and 4) Killyon Canyon Redrocks Preserve, which consists of approximately 120 acres and is situated in the Killyon Canyon drainage of Upper Emigration Canyon, just 8 miles east of Salt Lake City, the Property boasts red sandstone reefs and pristine natural vegetation along with low-impact recreation. 205248 0 0 STEWARDSHIP: Utah Open Lands' stewardship division has monitored all the ever increasing lands Utah Open Lands has protected over the last 32 years. Our role in monitoring these projects is to ensure their compliance with the conservation easement that governs these landscapes. Utah Open Lands' monitoring reports identified the trajectory of the conservation values to ensure the conservation purposes are protected. Utah Open Lands is continuing to work with several state and local agencies and landowners to improve public access, ecological and wildlife health, scenic values, and public trails. Utah Open Lands continues our work with landowners, Park City Municipality, to create new and improved public trails and trailheads on Bonanza Flat, a 1500-acre, much treasured and even more visited, passive recreational area. Utah Open Land' Stewardship Division also in conjunction with Park City, a rideshare shuttle program, Transit to Trails, which reduces the amount of traffic, passenger vehicles and parking limitations. This program will be repeated next year as it has received much acclaim by the local resident. 59801 0 0 EDUCATION and OUTREACH: Utah Open Lands is committed to working with landowners and communities interested in ensuring the protection of the lands they love; from working landscapes, ecological refuges, to heritage values and the 'sense of place' as described by Wallace Stegner's vision of quality of life. This year the organization provided leadership and presentations, virtually and in person, from law school guest presenters to town and county councils and local community meetings. Utah Open Lands continued with our annual Gaining Ground: Trying Times Symposium hosted by the University of Utah's SJ Quinney Law School in an effort to educate elected officials, state and local agencies, students, landowners, attorneys, appraisers and other conservation professionals. Schedule D, Part II, Line 5 Utah Open Lands has established monitoring procedures that provide guidance for staff and volunteers. The procedures cover the purpose; frequency and method of monitoring; documentation and recordkeeping; who should monitor; pitfalls to avoid, and how monitors should be trained. Procedures clearly describe each step of the monitoring process to ensure that all the properties are inspected in a similar manner regardless of who conducts the monitoring visits. Further Utah Open Lands has an enforcement policy that provides guidance for staff and board in determining level of issue and actions to be taken. Both the Enforcement and Monitoring processes are reflected in our conservation easements. Schedule D, Part II, Line 9 Contributed or purchased conservation easements are not considered by the Association to constitute general financial support. the Association considers an easement to be an ongoing cost since resources must be expended by the Association to permanently and annually monitor and enforce compliance of the terms of the easement. Form 990, Part VI, Section B, Line 12c Utah Open Lands' Board of Directors annually review and restate the Associations "Conflict of Interest Policy". This policy covers both the Board Members and the staff. The Board member regularly update and disclose potential conflicts. In addition, in preparation of board meetings, the Executive Director reviews, with the Conservation Committee, the properties to be discussed and considered; agenda trigger the members to notify the Executive Director of any conflict they may have. Board members who may have a conflict, or even may appear to have a conflict , recuse themselves from the relevant portion of the meeting, and have no voting ability regarding the issue, and receive a redacted version of the minutes. Form 990, Part VI, Section B, Line 15 Upon completing an annual Executive Director Performance Review by the Executive Committee, and if a salary increase is determined, the current guidelines established through a survey by the Land Trust Alliance, are used as a guide for comparable salaries for comparable positions, size of organization and area of operation. The approach is used for the increase of salary for other staff after employee performance evaluation by the Executive Director. Form 990, Part VI, Section C, Line 19 Utah Open Lands currently does not have a policy regarding public inspection. It is understood by the Association, and followed, that providing governing documents and financial statements if requested, are required to be made available for inspection. Utah Open Lands also complies with the State Auditors Office, the Utah and Colorado State solicitation rules to submit annually our 990 report which these states make available to the public. Additionally, there exists websites that we are represented members of for the public and potential donors to review charitable organizations documentation including the 990 (e.g. Guidestar).
