Early childhood professionals receive coaching training qualified classroom materials and technology resources to support the practice and quality of early learning environments. The Council also managed over $1,258,000 of eligible investments in childcare programs for workforce development learning environments technology teacher incentives and capital improvements. All childcare programs are required to be quality rated through the State Colorado Shines Quality Rating and Improvement System. Program activities include convening home visitation partners developing Family Friend and Neighbor FFN care networks providing data support for councils early childhood programs and professional state-wide and participation in state-wide and national early childhood leadership coalitions. Denver's Early Childhood Council also serves as lead recipient for the LAUNCH Together program in Denver - a collaborative funded by eight foundations. In close partnership with many community partners this four year grant focuses on building a coordinated system for social-emotional development supports for young children birth to five years old in targeted high-needs neighborhoods. If the tax position does not meet the more likely than not recognition threshold the benefit of that position is not recognized in the financial statements. The Council has determined there are no amounts to record as assets or liabilities related to uncertain tax positions. Item B - Amended Return Amendment to correct income and expenses per auditor recommendation. Part VI, Line 7a Denver's Early Childhood Council's bylaws stipulate under Article IV that "The Board shall have two directors appointed by the Mayor of the City and County of Denver; one of whom will be a Denver Human Services Designee and two directors appointed by the Superintendent of Denver Public Schools; one of whom will be an Early Education Department Designee." Part VI, Line 12c Denver's Early Childhood Council states clearly in its Conflict of Interest Policy that "Participants of the DECC are committed to communicating fully with the DECC and are expected to disclose any relationship or commitment which could affect the impartial fulfillment of their role in the affairs of DECC." The policy further stipulates that "A disclosure form will be signed by directors annually and reviewed by the Executive Committee highlighting any actual or potential conflicts of interest." Part VI, Line 15 Annually the Executive Committee obtains research and information in order to make a recommendation to the full board for the compensation of the Chief Executive Officer. Research includes salary and benefit studies from independent sources salary surveys from Colorado Nonprofit Association and Employers Council information obtained from 990 filings of similar organizations and other data.
