This program offers technical support to 500+ public, private and tribal schools across the state of Washington. HCP also launched its First Responder COVID-19 testing program called "WA COVID-19", also in partnership with Washington State Department of Health, and enrolled the first 9 agencies in the program. Schedule L, Part IV, Business Transactions Involving Interested Persons In 2022, HCP schools program team identified an opportunity to support Renton School District's Referral to Behavioral Health project. The project required specialized technical assistance, software development skills and mknowledge related to the sharing and management of protected student health information governed by FERPA/HIPAA rules. While the project is well aligned with HCP's health equity mission, HCP's implementation team and board decided to assign the technology development, compliance and IT operations to its software/technology partner, Quad Aim Partners, SPC to support the pilot test program with Renton School District. Health Commons Project tasked Quad Aim Partners to build an Affiliated Covered Entity (ACE) responsible for the IT systems and compliance framework Renton School District, Health Commons Project and its behavioral health partners would use to securely exchange FERPA/HIPAA protected information with each other. The establishment of the Affiliated Covered Entity by Quad Aim Partners and subsequent successful pilot project enabled Renton School District and Health Commons Project to jointly apply for and win a 3-year grant in 2023 from the Office of Superintendent of Public Instruction to expand its the services to more Renton Schools. Health Commons Project leadership and board firmly believes that schools are essential partners for ensuring equitable access to health and social care and the services provided by its new Affiliated Covered Entity (ACE) operated by Quad Aim Partner is and will continue to be an essential service to fulfilling its health equity mission now and into the future.
