The funds raised support scholarships for graduating seniors. The proceeds from the Scholarship Trail Ride, the Scholarship Chili Cook-off, and 5% of the Junior Livestock and Junior Non-Livestock Auctions of the Fair are contributed to the scholarship fund. Since the program began in 1993, over $2.6 million has been given in college scholarships. In 2022, the MCFA committed $150,000 in scholarships to graduating seniors in Montgomery County. Scholarship applications are available on the MCFA office, the MCFA website, and participating high school Senior Counselor's office. Applications are evaluated and awarded by the Scholarship Committee. Scholarships are paid directly to the Student Financial Aid Office per semester. Form 990, Part VI, Section A, line 1a The Executive Committee shall have and exercise such powers of the Board of Directors as may be expressly delegated and/or instructed by the Board of Directors. The Executive Committee of the Board of Director's shall consist of the President, Immediate Past President, President-Elect (when applicable), and no more than eight (8) Officers (Vice-Presidents [not to exceed 6], Secretary, and Treasurer). The Executive Director of the MCFA is a member of the Executive Committee as a non-voting Board of Directors member. Form 990, Part VI, Section A, line 4 Revised Bylaws were adopted and approved by the Board of Directors in January 2022. The Bylaws revision included the following. Membership: "Members at Large created: Normal members are chosen by the president to serve a one-year term as voting members of the Board of Directors. "Development Council created: The President and ED appoint persons essential to MCFA for one-year terms to contribute their specific knowledge and expertise. Board of Directors: Size reduced from 50 to 31 members (32 in years with a President-Elect). Members of the Board of Directors are designated from 26 (27) senior leadership positions within the volunteer organization: 2 Members at Large and 3 past presidents. Term limits were set with rotation parameters vs. no term limits previously. Voting on day-to-day Fair Association business now occurs at the entire Board of Directors level vs the Executive Committee level. Executive Committee: Defined as President, Immediate Past President, President-Elect, no more than 8 officers, and Executive Director. Board of Directors grants powers. Duties of Officers: Officers in Charge and Executive Director duties added. MCFA Leadership Boards and Groups: Past Presidents adjusted to allowing three delegates to be sent to each Board of Directors meeting to be voting representatives from the group. The Advisory Board was disbanded. The Lifetime Executive Committee and Lifetime Vice President criteria were adjusted for the new term structure. Chairman's Council was created. Form 990, Part VI, Section A, line 6 Any person interested in the promotion or encouragement of the Montgomery County Fair and Rodeo may become a member of the MCFA upon their application and the acceptance or approval thereof by the MCFA. The Board of Directors determines the dues and conditions of membership and the classification of membership. Each member has one vote in the membership meetings. The categories of membership include Life Members and Annual Members. Form 990, Part VI, Section A, line 7a The members of the Board of Directors shall be nominated from the voting membership and elected for a term of three years by the members of the MCFA at the Annual Meeting of the membership. Form 990, Part VI, Section B, line 12c The organization solicits multiple quotes when possible, and in the event of a conflict of interest, the director involved in the transaction is excluded from discussion and voting. The Personnel Committee meets annually near the end of the fiscal year to discuss compensation and evaluate the Executive Director's performance. Local comparability data is used to evaluate compensation. Recommendations from the Personnel Committee are made to the Board of Directors for approval as part of the budget process. At each past President's meeting before the Board of Directors meeting, three delegates are selected from the group of past presidents to participate.
