These grant awards require contractual agreements with Baltimore City. The contracts are anticipated for late 2023 or early 2024. Also, PHG submitted documentation for a rehabilitation tax credit to the Maryland Historical Trust for a property renovated and sold in 2021. PHG also executed land disposition agreements with Mayor & City Council (MCC) and Baltimore City Department of Housing & Community Development to acquire three (3) vacant MCC houses on the 400-block of East 22nd Street. Renovating the five vacant houses will complete the renovation of vacant houses on the 400-block of East 22nd Street and increase PHG's improvement to 20 full-gut rehab of homes on this historic block to homeowners. PHG also agreed to donate six of our owned, vacant properties in other neighborhood locations for renovations by other developers. Two of the three received hand delivered hard copies of the entire document. These two do not have computer capacity to receive pdf versions of these documents. The third officer was sent a digital copy of the documents. Thereafter, the Executive Director worked with each officer and reviewed the documents together. Form 990, Part VI, Section B, Line 12a Within the by-laws of the organization's is a statement that prohibit conflicts of interest for Board members and staff. In addition, prohibition of conflicts of interest are also contained in any grant or loan agreement with such agencies as the Baltimore City Department of Housing and Community Development. Form 990, Part VI, Section B, Line 12c The Board of Directors is composed of three voting members and one non-voting member who is the Executive Director and an officer of the corporation. The Board regularly monitors the activities of the organization. No Board member holds any interest in or benefit from the organization. However, in a written agreement, the Executive Director is a related party in that he has loaned funds over time back to the organization to maintain financial solvency. As referenced in Schedule B. Form 990, Part VI, Section B, Line 15 Yes, People's Homesteading Group does utilize independent sources to determine the level of compensation for management and deconstruction worker staff. In addition, all compensation of staff is funded by public agencies and occasionally by private foundations. As such, the compensation of staff is not only approved by the Board of Directors but also by the grant funding agency that have to approve budgeted funds. In recent years, due to a general lack of operating funding availability, the organization now employs a single staff person, the executive director, who manages the entire operational management and project development of the organization. Regarding level of compensation, the executive director has been approved by the Board to continue employment at a lower level of compensation. The level varies in recent years but does not exceed the maximum salary he has received in past years. The executive director maintains a full time work load of 40 hours per week by supplementing his livelihood with retirement income. Form 990, Part VI, Section C, Line 19 People's Homesteading Group makes available the articles of incorporation, IRS charitable designation letter and by-laws to anyone who requests these organizational documents. PHG does not engage in direct charitable solicitation activities as in the past, that is, solicitation of contributions from individuals and businesses. Rather we apply for government and private philanthropy or other 501(c)3 organizations. As such, those applications always require presentation of corporate status and operational documents. For example, as a non-stock Maryland corporation, PHG submits annual renewal documents to Maryland Department of Assessments & Taxation in order to main its status in good standing with Maryland State.
