<Desc>The Martha Mason Hill Memorial Scholarship was established in honor of the late Martha Mason Hill. Among her many exceptional qualities were her good will toward others and her strong belief in the value of education. The family of Mrs. Hill hopes to continue her legacy through this scholarship fund. Currently 4 scholarships are made available annually to eligible students (three are for $1,500 each and one is for $1,000). Each recipient of this award will be honored with a certificate during his or her high school awards ceremony and will be presented a check at the Foundation's annual program in September held at Union Grove Baptist Church in S. Chesterfield, VA. Criteria The awards are made to ethnic minority high school students (African American, Hispanic, American Indian), Chesterfield County, VA resident who will attend a four-year accredited institution of higher education in the fall of 2016. Required Application Materials Applications must be completed and submitted with a high school transcript and SAT scores (scores not mandatory during COVID crisis). Applications are completed and submitted on-line at www.mmhmf.org. Four scholarships were available, three scholarships were awarded in 2022.</Desc>

<Desc>At the beginning of every school year, the foundation asks the schools we support what things they need. Because there are high percentages of students from low income families attending the two elementary and two middle schools we chose to support, school supplies for students are needed. In addition, we focus on literacy, so hundreds of books are secured from the Richmond, VA book bank at no cost to us for students to take home. In addition, we purchase hundreds of books for classroom libraries. Members of the foundation purchase the books and school supplies (we label the books) and then the items are delivered to the schools (photos are taken and a representative number are included in our newsletter that is distributed to donors and available for viewing on our website). Also, as requested, we physically and financially support school projects such as fairs, teacher appreciation programs, food banks, etc.</Desc>

<ExplanationTxt>"Yes" on Form 990, Part IV, Checklist of Required Schedules, lines 21 or 22. The foundation has a Scholarship Committee of qualified professional volunteers who review the applications recieved each year for the 4 scholarships we offer. The criteria is clearly described in detail and posted on our website and given to schools with eligible students in Chesterfield, VA public schools. There is a deadline to submit the application. Incomplete applications are not accepted. Recipients are given the procedure to follow in writing, release forms must be signed and submitted along with proof of acceptance into a four year accredited institution of higher learning must be provided. We follow up with students while they are undergraduates. They must submit a letter at the end of their freshman year letting us know how the year went and their future plans. We send students care packages, birthday and graduation gifts. They are featured on our website and in our annual newsletter. We bring graduates back to speak at our Annual Awards Program. We stay engaged with scholarship recipients and some times parents while they are in undergraduate school and after. Over our 26 years of existence, very few students have not graduated, two or three. Our website and computer maintains files on all recipients and contact info for their parents. We adopt schools in the County that have high percentages of students from low income families, and we ask the ose schools at the beginning of the school year to tell us what we can do to support the students needing help to improve their academic performance. We make every effort to "do it all", even if my sisters and other family members have to provide additional funds. Members have done things like adopt a family, spending $1,000s to help them! We have filled clothes closets with winter apparel when asked. Especially after COVID, student literacy problems have become a huge area to support. We provide hundreds of books every year to schools for students to take home, for classroom libraries and book vending machines that are popular is the schools now Students get coins as rewards to "buy" books. We buy the books for a book club in one school designed for a target group of students with critical reading issues and their parents. There are a number of other ways we have supported schools with high numbers of kids in need for 15 or more years. We were featured on the cover of the major newspaper in the area, the Richmond Times Dispatch on March 8, 2024. We have been recognizing "seasoned" individuals who have exemplified the ideals of the foundation and our namesake for many years, and this year we decided to start recognizing students who volunteer in the community. We gave our first award to a student who had done hundreds of hours of volunteer work in two and a half years! We will expand this award because of the value of volunteering to students as well as to the recipients. Helping others was a huge part of Our namesake's life. The recipient of our student award gets a small stipend. We honor her publicaly, feature her in our publications and nominate her for other awards offered in the area. This is a work in progress. We will continue to develop this awards program to include more students and see that they get as much recognition as possible.</ExplanationTxt>

<FormAndLineReferenceDesc>Form 990, Part VI, Section A, Line 2</FormAndLineReferenceDesc>
<ExplanationTxt>Name of the organization MARTHA MASON HILL MEMORIAL FOUNDATION INC Employer identification number 52-2328472 Form 990, Part VI, Section A, Line 2 - Many members of the foundation are related in some way. But we have structured the organization such that it is perfectly clear to everyone involved why we exist and that is to help those less fortunate than we are, not to help ourselves! Our organization is small and has existed for over 25 years, providing college scholarships and doing outreach work in every single year since 1998, while building two endowment funds so that the work we do can continue indefinitely. The children of our namesake started the organization to carry on her legacy of caring about and giving to those in need, regardless of the fact that she was poor and uneducated. She truly practiced her Christian faith every day. Though she only had a 5th grade education, she knew its value, and thus sought to it that her 7 daughters and the 2 grandchildren she raised attended VA State University (then college) were she worked in housekeeping. We are continuing that tradition. Family members are not eligible to receive foundation scholarships nor are members of the foundation. All members of the foundation are strictly volunteers. Governing policies including Bylaws, financial and other operating processes, duties and responsibilities of members, projects and programs, are all in writing in detail and distributed to all. Everyone knows that we do not operate for personal benefit. We exist solely to benefit students and schools with high percentages of students from low-income families. Our scholarships are for underrepresented minority students, none of which can be relatives of family or foundation members. We value our good name and reputation in the community. The schools and families we support know that we solely exist to serve their needs. We ask those schools at the being of each year what they need, how we can best help them. And we bend over backwards, to satisfy those needs, even when it becomes necessary for the family to pay the bills. That has happened more than once! Maintaining accurate records and a reputation of the highest integrity are very important to the family and foundation members. These and helping those in need are core values of our organization. Form 990, Part VI, Section B, Line 11b - FORM 990, Part VI, Section B, Line 11b - The foundation is a public organization and fully transparent. While I don't send everyone a copy of the 990 & supplements, I prepare and give a report at the Board meeting in Dec. Meetings are held twice a year and committee members also attend. Copies of all reports of committees are sent to Bd and Committee members prior to meetings. All Bd & Committees are also sent copies of all foundation documents - policies etc. Plus I keep a copy of this filing in my data base that is available for anyone to review. Our website shares details of projects and programs. We acknowledge all donations and include a statement that all our records are open for inspection, and meetings are open to public. Form 990, Part VI, Section C, Line 19 - At the bottom of the acknowledgement (confirmation) of contributions is the following disclosure: MMHMF is a 501 C 3 public charity operated by all volunteers. A copy of the current financial statement is available upon request. To obtain a copy contact us at the address in the header. Also included in written acknowledgements of donations: contributions for which no goods or services are exchanged directly benefit foundation programs and projects for the students and school we support. The children of our namesake pay the operating costs. Records are carefully kept to reflect this.</ExplanationTxt>

<ExplanationTxt>We have no review process for this form 990. I, Alberta Stith, have been responsible for filing the tax returns for the foundation since being required to do so, starting with the 990EZ.. So far so good! Knowing our total commitment to carrying on the legacy and spirit of my mother, whose life was about service to others & about helping young students without any personal gain, IRS officials have always been kind. When errors were found in forms, we were notified and allowed to make corrections. None of us were trained in starting organizations and the related legalities. We've done this on our with very good results. We have built a fund of nearly a millon $$, so that the work we are doing can continue indefinitely, beyond our time. We as a family give a lot financially and time-wise to be the success my mother would be proud of. That's our personal mission, to carry on in her name, doing what she would if she were here and had the means.</ExplanationTxt>
