To substantiate the difficulties that Achieve More, Inc. has encountered in its formative stages thus far in soliciting public support, we present a timeline: Achieve More, Inc. was approved for 501(c)(3) status on November 26, 2016. The USR Special Use Permit Application was submitted in 2017 and was under review by Weld County for over a year. The organization received conditional approval from Weld County of USR Special Use Permit in February, 2018. This allowed Achieve More to proceed with submitting the Applications for Access Permit and Grading Permit in 2018, which took several months to process. The final signed USR Special Use Permit was received in May, 2018. The application for permit for New Domestic Water and Wastewater Treatment Facilities was submitted to the Colorado Department of Public Health and Environment Water Quality Control Division in 2018-2019. In 2020, the Covid pandemic occurred which slowed progress of Achieve More project design and reviews. The construction of water and wastewater treatment systems started in 2021. Achieve More, Inc. then submitted the Application for Building Permit with Weld County Building and Planning Department in 2021 and the permit was not received until August, 2022. The receipt of the building permit allowed the construction of the facility to commence. During most of the phases of these various applications, much time elapsed, awaiting plans and drawings from engineers which were required to be submitted along with the applications for review and processing. Until the facility's construction is completed and the organization's services related to its tax-exempt purpose are subsequently provided, Achieve More, Inc. will not receive adequate public support to meet the 33.3% public support test. It is expected that the facility's construction will be completed by the end of 2024, at which time the organization's services will begin to be provided, resulting in adequate public support. In light of the obstacles that Achieve More, Inc. has experienced and the expectation of meeting the public support test by 2024, we request that the IRS continues to recognize Achieve More, Inc. as a public charity and that the organization not be converted to a private foundation.
