All program activities seek to support family life to benefit children with developmental disabilities (ages 0-22) living in, or at risk of placement in, congregate care facilities. The Organization helps families bring their children home whenever possible by connecting them with services and supports. For families whose circumstances prevent them from doing so, the Organization collaborates with a network of disability service provider agencies to recruit and prepare other families, called Support Families, who are paid and supported to care for children with disabilities on a long-term basis. The Organization also collaborates with foster care provider agencies to find Support Families for children in the child protective services system as an alternative to institutional care. Part III, Line 1 Continued: The Organization identifies children living in institutions or at risk of institutional placement, works with their parents or guardians to help them consider a family-based alternative, and collaborates with provider agencies to match and prepare Support Families. The Organization seeks out best practices and designs of systems of family-based alternatives and provides information and training about them to families and interested parties. Part III, Line 1 Continued: The Organization informs policy and decision makers about barriers to family-based alternatives to institutional care, recommends possible solutions, and provides information and technical assistance to state agencies, providers, and other stakeholders who can assist in promoting best practices in family-based alternatives to institutions to benefit children with disabilities and their families. Part VI, Line 11b: Organization's Process to Review Form 990: The 990 is reviewed by management staff for accuracy. The 990 is submitted to the Audit and Finance Committee for review and approval. Upon approval it is submitted to the full Board for review. Upon review and approval of the Board, the 990 is signed by the Treasurer and filed with IRS. Part VI, Line 12c: Enforcement of Conflicts Policy: The Board reviews the Conflict of Interest Policy on an annual basis and obtains signed statements from each Board member on an annual basis. Part VI, Line 15a: Compensation Process for Top Official: The Executive Director's compensation is determined by annual review of performance and review of comparable wages of other non-profit organizations in the Austin area based on experience of Board members, public reports, and wage surveys. The process, deliberation, and decision are documented in Board records. The Executive Director's compensation is reviewed and the contract is renewed on an annual basis. Part VI, Line 15b: Compensation Process for Officers: Board members and Board officers are not compensated. The Executive Director compensation is determined by annual review of wages in the surrounding area relative to comparable responsibilities, education and experience. A pay structure policy is approved by the Board identifying salary ranges for particular job descriptions related to minimum, mid- range, and upper level criteria in education and certification, experience, and market factors.
