Most of its contributions are in small amounts from residents and foundations. The percentage of public support 23.38% is close to the 33-1/3% threshold for the arithmetic test. A FYE 6/30/2023 bequest from a long-time donor's estate depressed the public support percentage by about 2%.The governing body is representative of the Town of West Hartford and includes community leaders.The Foundation does not have its own facilities, but provides operating support for the West Hartford Public Library, a department of the Town of West Hartford. Only two donors account for more than 2% of five years' total support and revenue. The town library provides a small office within the main library. Although not formally qualified, the Foundation is effectively a supporting organization to the Town of West Hartford.The Library's programs represent the broad interests of the general public, and disseminates its programs to the public. Although principally for the Town, the library is open to anyone and through collection-sharing arrangements any Connecticut library card holder may borrow books and materials from the Library.The organization has significant investment income, which resulted from many years of accumulation, as well as a munificent bequest from a former Town Librarian.The Board actively accepts community contributions and will look to further means to seek such contributions.
