<FactsAndCircumstancesTestTxt>Current Year Facts and Circumstances: The PHCA is working diligently to bring ourselves back into compliance with the public support test as soon as possible. In the meantime, we believe the following Facts & Circumstances demonstrate favorable progress in the five factors you may consider: 1. Public Support increased from 31.62 in 2021 to 34.49 in 2022. Despite the major difficulty COVID presented to the PHCA, a neighborhood organization that is dedicated to community engagement, our organization has bounced back and is well in excess of 10 2. Broad set of donors. The PHCA is a membership-based organization, comprised of residents and supporters of our neighborhood of Polish Hill in Pittsburgh, PA. Each member pays at least $5 to support the organization. In 2022, we had 109 members of the organization. We also received a grant from our city councilperson for $5906 and a grant from the Heinz Endowments for $15000. As well as various donations from several businesses for the annual neighborhood arts festival we host. 3. Representative Governing Body. The PHCA is a membership-based organization that has an elected board. Voting members are residents of the neighborhood, and every year they elect community leaders to serve as board members for the organization. 4. Availability of Public Facilities and Public Participation. The PHCA has an office in the neighborhood which it utilizes for community events and meetings. The organization also makes it available upon request, free of charge, for community members. The PHCA is all volunteer run, so all our programs: from community clean-ups to neighborhood parades to pedestrian safety meetings are organized and conducted by the public. 5. Broad Solicitation of Revenue, Members and Programming. Every month the PHCA hosts a community meeting. There is an email reminder sent out to all neighbors who wish to be on the e-blast. At both the meeting and in emails, we ask residents to both financially support the organization and participate in the programs of the organization. 6. In September 2023, we created a separate LLC for our building to transfer the rental income to a for profit LLC. We anticipate this will resolve our public support issues in a timely manner.
