The foundation has never accepted a single dollar in private funding. It has never paid any director, trustee, or officer any remuneration. The organization maintains a bona-fide and continuous program to solicit donations from individuals and businesses resident in the community. The organization manages an annual donor campaign, and participates in fund raising activities (e.g., annual Christmas wreath sale). This is all done in support of the 4-H youth programs (generally ages 8 to 18) on a non-discriminatory basis; which programs are made available under the Cooperative Extension Service, County of Arapahoe, State of Colorado, under the auspices of the United States Department of Agriculture. 1 Post secondary education scholarships 5 7000 0 Schedule I, Part I, Line 2 Scholarships are awarded to high school seniors, using a formal process governed by written guidelines. The Board, acting through a selection committee, evaluates the academic, community service, and 4-H program achievements of all applicants. Funding is made to each selected student only upon submission of first semester grade reports from an approved tertiary institution. Grants for WCF trips are processed under a formal evaluation system that includes a written application (preserved in our records) as well as personal interviews before a selection committee. Form 990, Part VI, Section B, Line 11b Each Trustee (member of governing body) is provided a hard copy of the completed Form 990. After review of the Form 990, the Board consents to the filing of the return, and such approval of the Board is recorded in the minutes of the first meeting following, generally, the Spring Quarter meeting held in April of each year. Form 990, Part VI, Section C, Line 19 By-laws of the Foundation, annual budget, and Form 990 are available to the public, by request, through the Arapahoe County Extension Office at 6934 Lima Street, suite B, Centennial CO In February 2022, Mr. Arthur Stewart completed this FY 2021 return, believing he had followed correct sequence in procedure to send it electronically to the IRS. On August 23, 2023, IRS informed the taxpayer that no return had been received at IRS. In response, on September 7, 2023, Mr. Stewart submitted the 2021 Form 990 in paper format. On December 1, 2023, IRS sent the paper return back to taxpayer, refusing to accept (citing the Taxpayer First Act that precludes paper submissions). Mr. Stewart, the preparer of this Form 990, is a volunteer for this small non-profit organization. He is not a professional; rather he is a layperson donating his time and effort. At the time he completed the return in February 2022, he sincerely believed he had effected electronic transmission of the document. At no time did he intend malice nor neglect, but rather, honestly attempted to comply with requirements. Please consider that this taxpayer, Arapahoe County 4-H Foundation, has made timely filings in all years prior and subsequent to this 2021 Form 990 in question.
