Housing stability is the outcome, and flexible case management is the means to that end. The program finds housing for clients and helps them get food. Once these needs are met, clients are aided to obtain psychiatric medications, substance abuse treatment, and medical care. When some level of stability is reached, volunteering and reconnecting with family is encouraged. Eventually, clients no longer need home visits and graduate to fewer intensive programs, or completely independent living.HPP's Housing First program consists of a Dual Diagnosis Program, Veteran Specific Housing and CO Division of Housing case management services. In operation since 2007, the Dual Diagnosis program specializes in assisting the chronically homeless and seriously mentally ill adults with substance abuse issues.
